This year’s annual conference of TCI will take place in Hong-Kong from November 8-11.TCI is a not-for profit alliance of cluster practitioners .Its mission is to improve living standards and local competitiveness of regions throughout the world , by fostering cluster-based development initiatives .This 8th annual conference of TCI is going to be held by the Hong-Kong Institute of Economics and Business Strategy under the leadership of professor Michael Enright. From India the participant is Jagat Shah of Cluster Pulse. The focus would be on China . Several of the world’s leading experts on clustering and regional development would address questions like-what China’s major clusters and how strong will they be? How can companies understand China’s different regions and benefit from China’s regional development? What programmes and policies will be necessary to develop competitive clusters in the new environment?

There would also be pre-conference events on 7th and 8th of November 2005; like a course on clusters and cluster initiatives ,to learn the basics of cluster analysis, cluster initiatives and implementation issues conducted by world-leading experts like Mr. Ifor Ffowcs –Williams ,TCI Past President and CEO ,Cluster Navigators Ltd New Zealand .This would also include a cluster tour where visits are planned to clusters in Guangdong Province and Hong-Kong to learn how the Greater Pearl River Delta has come to dominate industries locally and globally.

Geographical Indications and Artisanal Clusters.
Geographical indications have become one of the most controversial of all the intellectual Property Rights included in the WTO agreement on Trade Related Aspects of IPR (TRIPS).The government of India has also formulated a law on Geographical Indications 1999. The basic objective of the Geographical Indications Act is to protect traditional knowledge .The article focuses that the act has a special significance for artisanal clusters where traditional artifacts are being made.Due to recent market pressures these traditional products are facing competition from spurious goods being manufactured in the name of traditional indigenous artifacts. Lack of credit hindering growth of SME Clusters in Pakistan.
According to a study on SME development in Pakistan conducted by the Asian Development Bank , the lack of access to credit is a constraint that hinders the growth potential of Small and Medium Enterprises in Pakistan.The study focuses on the role played by SMEs in stimulating structural transformationin the industrial sector and it also uses a survey of firms to ascertain quantitatively the costs and problems associated with firm-level growth and investment.

From Microcredit to livelihood finance for Cluster development.
Since its initial days in 1976 when Mohammad Yunus set up the Grameen Bank experiment on the outskirts of the Chittagong university campus , microcredit has made a huge difference to the lives of millions of people especially being sensitive to the issues of poverty and gender inequality and thus a focus on the poor specifically on women .A major focus had also been on the landless , thus ensuring that the poor could make a livelihood from activities other than agriculture .India has witnessed a large growth in microcredit over the last decade.By adopting and building on the work of a few pioneering NGOs like MYRADA,ASSEFA,PRADAN and DHAN,the institution NABARD has helped to make the SHG-bank linkage model now perhaps the largest microcredit programme in the world , with an outreach to nearly 24 million poor women.This article questions that whether microcredit promotes economic growth in the lives of the poor women whose livelihood is dependent upon the various artisanal Clusters.(Article by Vijay Mahajan)
