We are happy to present the 50th issue of the ClusterKraft Newsletter brought to you by Apex Cluster Development Services Pvt. Ltd. We started this newsletter as mean to update practitioners and professionals working in the area of Local Economic Development (LED) in general and cluster development in particular. When we started this newsletter in December 2005 there was hardly any newsletter covering this highly specialized and niche area of economic development. In these 50 issues we have covered more than 1000 news and happenings. All these previous issues are available on our web site www.clusters.org/newsletter1.asp

In spite of our best efforts some irregularity crept in bringing out this newsletter. Started with just 70 currently this newsletter goes to approximately 700 subscribers from academia, Development agencies, policy makers, researchers, cluster development practitioners and many other working in development sector.

Newsletter, alongwith Cluster Development, covers national and international news in the area of, Intellectual Property Rights (IPR), Information and Communication Technologies (ICTs), Energy and Environment and MSME Development. Alongwith this, important events and happening like trade fairs, exhibitions, conferences, workshop are highlighted.

India, UNIDO Launch Projects worth US $ 9 million to benefit Indian Industry :-

Within a broader cooperation programme, the United Nations Industrial Development Organisation (UNIDO) is launching new industrial projects totaling nearly US $ 9 million to benefit industry in India. MICRO, SMALL AND MEDIUM ENTERPRISES (MSMEs)

PM to meet MSME representatives on Wednesday :-

The government is considering a 6% sub-limit within priority sector lending for micro enterprises, forcing banks to relax lending to the micro sector, which is currently at around 4.9% of all priority sector lending. The move will help an additional funding of Rs 17,000 crore for this sector, according to estimates by the Federation of Indian Small and Medium Enterprises (FISME).

Government Sops for SMEs Welcomed by Entrepreneurs :-

Micro, Small and Medium Enterprises (MSMEs) in India now have reason to feel upbeat, if some recent steps taken by the Government of India are to go by. In order to boost MSME productivity and encourage exports, the government is reportedly considering a hike in the sub-limit within priority sector lending for the micro sector, from 4.9 per cent to 6 per cent. To top it, a credit monitoring cell is also being set up to resolve issues that MSMEs face in their dealings with banks.

    Launch workshop of project “Implementing BDS for MSMEs” in Ludhiana Knitwear and Apparel Cluster
    was organized on September 14, 2009. The project is an initiative under the umbrella project SME Financing and Development Project (SMEFDP), a joint venture of Government of India, World Bank, DFID, KfW, GTZ and SIDBI. Around 200 participants including industrialists and consultants from the cluster were part of the event.

    The programme was inaugurated by Mr. V. K. Janjua, IAS, Director, Industries and Commerce. Mr. Manoj Mittal from SIDB briefed about the cluster development project at 18 clusters and emphasized about development in Ludhiana, Mohali and Chandigarh cluster. Mr. Vinod Thapar, president FEKTAA presented the keynote address from the industry and stressed upon the government support for the infrastructure requirements of Ludhiana Integrated Textile Park. Mr. Rajveer Singh, Director, ACDS, presented the results of the diagnostic study done in the cluster and the areas in which the cluster is lacking for competitiveness in comparison to other clusters. He also advised the industry about the action plan devised for the next year. Mr. Vikas Garg, IAS, Deputy Commissioner, Ludhiana and Dr.Sandeep Kapur , Associate Prof, PAU, discussed issues related to the cluster and welcomed the start of cluster development project.

    A presentation was given by Mr. Vijay Kapoor and Mr. Naresh Chawla of Gian Jyoti School of TQM and Entrepreneurship, about the productivity and waste management and use of lean manufacturing processes in the industry to reduce waste thereby increasing profitability and productivity.

    The program was eloquently wrapped up by a vote of thanks given by Ms Paramjot Kaur, DGM SIDBI, Ludhiana branch.

    AGRA LEATHER FOOTWEAR CLUSTER
    Agra footwear cluster is a prime example of an artisanally rooted low-tech cluster with predominantly small producers. The cluster has predominantly small scale of operations & the industry thrives on footwear making artisans/ skilled workforce available in plenty in the cluster, but suffers from acute shortage of managerial and supervisory staff with technical qualifications. Agra has been the biggest centre for shoe-manufacturing in the country and footwear manufacturing in this area had started centuries before Indian Independence. The estimated turnover of the cluster is more than 1000 crore. Agra thus represents 10% of the leather products from India. The industry procures its raw material locally as well as from Chennai through traders based in Agra. Cluster mainly produces footwear for men, women and children. Around 1 lakh artisans are employed with the Footwear Industry of Agra.

    Agra Leather Footwear cluster comprises of 125 MSME Export based Units, around 300 domestic based units in the registered organized sector, while there are around 5000 unregistered small and household units. Most of the small units are with average turnover of 30 pairs per day. Further, there are about 1000 whole sellers in the cluster working as main marketing channels for the domestic market.

    There are a number of footwear & leather institutes located in the Agra cluster which have good linkages with the cluster actors and are helping towards the enhancement of the competitiveness of the cluster units through various means such as upgrading the knowledge & skills of the existing staff, develop & design products through computerized mode, management of footwear industry etc.

    BUSINESS DEVELOPMENT SERVICES

    Business Development Services or BDS refers to wide range of services used by entrepreneurs to address issues such as poor management, weak marketing skills, inadequate technical know-how, lack of information and limited access to market, to help them operate and grow their business effectively. Business Development Services include training, consultancy and advisory services, marketing assistance, Information technology development and transfer and business linkage promotion. A distinction is sometimes made between "operational" and "strategic" business services.

    Operational services: Services needed for day-to-day operations, such as information and communications, management of accounts and tax records, and compliance with labor laws and other regulations are Operational Services.

    Strategic services: Services used by the enterprise to address medium- and long-term issues in order to improve the performance of the enterprise, its access to markets, and its ability to compete are Strategic Services.
