The advent of information technology has not only changed millions of life especially in the rural areas of the country. Government installed PCs have proved to be a boon in the SME sector in various regions. ICT companies like Intel has launched PC loan programs with State Bank of India, Bank of India, Indian Bank, Union Bank, ICICI Bank where loans could be made available at low rate of interests, minimum documentation, and easy repayment options.

Call for modernizing power looms in the Belgaum textile SME Cluster.
Belgaum district of Karnataka is among the seven selected districts, which engages in handloom and Powerloom activities presently the handloom activity is diminishing on account of diversification to power loom activity. In Belgaum district there are 4546 handlooms and 13826 powerlooms, 5 spinning mills, 25 Ginning and Pressing units and 15 Hosiery/Knitting units. Efforts on the part of the labourers in the Belgaum power loom sector have been called upon to ensure not only present economic security but also strengthening of infrastructure in the future.

Exim Bank-Basix pact to boost rural exports for SME Cluster Development.
The Export-Import Bank of India (Exim Bank) has signed a memorandum of cooperation (MoC) with Basix, a Hyderabad-based micro-finance institution in order to extend support to the SME Clusters running in various parts Andhra Pradesh.

Government must boost SME Clusters’ exports: EXIM Bank.
Red-tapism is the factor that delays most of the efforts taken by the micro financing institutions working for the development of the SME Clusters round the country. In its attempt to speed up the work of these financial institutions EXIM Bank had advised the central government to simplify the legal and regulatory framework and provide abundant funds for the development of this sector.

A textile park is all the state government of Tamil Nadu needed to sanction in order to take advantage of the 'internationally competitive' power tariff of Rs 2.75 per unit exclusively for the sector offered by the state government.

WIPO and Italian Government Highlight Role of Intellectual Property in Textile Clusters.
The international symposium, organized by the World Intellectual Property Organization (WIPO), from November 30 to December 2, 2005, in collaboration with the Italian Ministry of Productive Activities (Italian Patent and Trademark Office) and the Institute for Industrial Promotion (IPI), reviewed the status of the textile and clothing sectors and stressed the importance of the tools of the IP system to these sectors whose success strongly depends on technological innovation, innovative designs and creativity expression.

Some of the major Japanese firms are interested to look into the possibility of joining hands with the indigenous small and medium enterprises and expand their operations in Mindanao.

Lack of support for MSMEs is a matter of concern in Botswana.

The Trade and Industry ministry of Botswana recognizes the role of technological support to MSMEs in diversifying the economy and improving productivity. National Development Plan (NDP 8) has “Sustainable Economic Diversification” as its principal objective in its SMME Cluster initiative programme. MSMEs create jobs, generate wealth and stimulate entrepreneurship. To realize their vast potential, MSMEs need a favorable supportive environment from local chain stores, wholesalers and other large businesses so that they prosper and expand.

Singapore SME Clusters reaching commendable heights.
Industrial Clusters round Singapore showed outgoing performance both in the local and the international markets. The transport engineering cluster grew by 33.9% year-on-year in October. Output of the marine & offshore engineering segment rose by 52.3% over last October. The biomedical manufacturing cluster, though at a slower pace increased its output by 27.8% over last October with higher production in the pharmaceuticals and medical technology segments. The electronics cluster's output rose by 16.4% with expansions in all segments. The semiconductors segment grew by 23.9% as demand turned robust for electronic chips for communication and consumer products.

National Convention on Cluster Approach for MSME Competitiveness and Poverty Alleviation.

The world economy is emerging as a gigantic force with the removal of trade barriers and this had made it a necessity for entrepreneurs to adopt and ensure a culture of sustained competitiveness mainly by forming potential networking programmes. Researches on industrial clusters of SMEs indicate that they have shown ability to grow, innovate and compete successfully under the ever evolving demand patterns. The clusters provide scope for such interventions, leading to increased collective efficiency, despite internal competition. Such clusters have also been observed to be leading to flexible specialization resulting into a number of process innovations. All in turn contribute to competitiveness of enterprises in a cluster vis-à-vis non-cluster enterprises. The recently held National convention on Cluster Approach For MSME Competitiveness and Poverty Alleviation on the 1ST and the 2nd of December in New Delhi at the Gulmohar Hall, India Habitat Centre focused on this approach. Organized by the Foundation of Micro Small and Medium Enterprises Clusters, the convention elucidated the need of Cluster –based initiatives on the part of the government as well as the NGOs to ensure progress in the clusters and thus eradicating the problem of poverty by working on the grass root level in these clusters.

Gujarat, the land of vibrant colors and enormous opportunities has always been at the centre stage of Indian life and economy. Strategically located on the mid-west coast of the Indian sub-continent and with the Arabian Sea lapping its western frontier, Gujarat has a long tradition of maritime trade. In the process, it has imbibed elements of a variety of culture and yet retained its cultural identity. It is one of the most industrialized states in India, has been on the industrial map of the world since the late eighteenth century with its long-standing trade links with Europe, the Middle East and African countries.

To start with, one of the dominating industries, importance of textile and clothing sector has been the backbone of our country's economy from the employment as well as from value addition and exports points of view. Gujarat is one of the leading industrial states in India and Textile Industry in particular had contributed in a big way to the industrialization of the State. The State is well known for development of Hybrid Cotton, Ginning, power looms, composite mills, spinning units and independent processing Houses. The State alone has about 75 Textile Clusters.

The growth of this industry is prominently observed in decentralized sectors e.g. Powerloom and Textile Processing, mainly in Surat and Ahmedabad. Overall economic growth of the State is very much dependent on this sector. 24% to 28% of fixed investment, production value and employment of the SSI sector are from textiles alone. Further, 23% of GSDP comes out of textiles in the State, 16% of the cultivated land area of the state is for cotton and Gujarat is the largest cotton producer in the country. The State accounts for 12% share of the total textile exports of the country. A large number of Garment Units and Garment Processing Units are developed in urban areas of the State.

In Gujarat, the textile industry mainly manufactures cotton-based fabrics in Mill Sector. The major reason is being easy availability of the basic raw material in the State, i.e. Cotton. Similarly, many spinning units producing only 100% cotton yarns were established in the state.

India was also the first country to have introduced diamonds to the world. The country was the first to mine diamonds, cut and polish them and also trade them. The state also has about 23 jewellery-clusters. The importance and attraction of this Industry in the state can be judged by the fact that over 1 million people are employed in the industry and it is still growing at the rate of approximately 15 % every year. India accounts for nearly 55% of the world’s net exports of cut and polished diamonds in value terms, 90% in terms of pieces and 80% in terms of carats. It is therefore not surprising that there are chances that nine of ten diamonds in the world would have been cut and polished in India.

Apart from this the state also possesses other clusters that contribute to its economic development. The earthenware cluster had been highly responsible in providing employment opportunities to the rural women of the state. Ahmedabad and Surat are famous for their carved woodwork since ancient times. Many of the houses in Ahmedabad are covered with elaborate woodcarving, and excellent examples exist in Broach, Baroda, Surat, Nasik and Yeola.
